Arabic AI that runs in-country.
Language models and AI agents that run on your hardware in the UAE, or in an in-country private cloud, in Arabic and English together.
Why in-country
Federal Decree-Law No. 45 of 2021 on the protection of personal data governs how data is processed and transferred abroad, and the DIFC and ADGM have their own data protection laws. Government and financial entities prefer models and data to stay in-country. When the model runs in your environment, the data and logs stay where you decide. More in our article on the UAE’s AI and data rules in 2026.
Arabic and English in the same conversation
In UAE workplaces Arabic and English mix within a single message. Orchestra anchors on Arabic, with English for mixed environments, and understands Gulf, Egyptian and Levantine Arabic the way staff and customers write them.
The rules at a glance
- Federal Decree-Law No. 45 of 2021: governs processing and transfers abroad without blanket localisation, but its implementing regulations had not been issued as of June 2026, per the latest analysis we found.
- Federal Authority for Artificial Intelligence and Data: announced on 14 June 2026, reporting directly to the Cabinet. The answer on transfer mechanics may come from it.
- DIFC Regulation 10: since September 2023, covers personal data processed through autonomous and semi-autonomous systems, AI included.

What we deploy
NoorAI deploys a complete stack that you own: Orchestra, our 14-billion-parameter Arabic-native language model trained in-house, a low-code agent platform wired into your systems, and the engineers who deploy and run it with you. We work in the UAE through partners in Dubai, with our engineers in Cairo.
By sector: banking, government, healthcare and telecom.
Where it runs
- Inside your data centre, air-gapped when you need it.
- In a private cloud you own or rent in-country.
- In a dedicated VPC with an in-country provider.
How we start
We start with a short Discover phase: the use case, the data and the regulatory requirements, with pass criteria agreed before anything is bought. Then Deploy with a parallel run, then Operate with monthly support.
