Why in-country

Qatar's Law No. 13 of 2016 does not stop transfers abroad in general, but special-nature data, such as health and children's data, needs prior permission. The National Cyber Security Agency's guidelines expect AI systems to be auditable and traceable. When the model and its logs run in your environment, that trail is entirely yours.

The rules at a glance

  • Law No. 13 of 2016: on the protection of personal data privacy.
  • Transfers abroad: allowed: controllers may not restrict them except in defined cases (Article 15).
  • Special-nature data: health, children, criminal records and more need prior permission (Article 16). The QFC has its own regulations.
  • AI: no AI law. Qatar Central Bank guidelines for banks (September 2024), and NCSA guidelines that expect auditability, traceability and documentation.

Arabic the way people write it

Orchestra anchors on Arabic, with English for mixed environments, and understands Gulf, Egyptian and Levantine Arabic the way staff and customers write them, even when Arabic and English mix in one message.

What we deploy

NoorAI deploys a complete stack that you own: Orchestra, our 14-billion-parameter Arabic-native language model trained in-house, a low-code agent platform wired into your systems, and the engineers who deploy and run it with you.

By sector: banking, government, healthcare and telecom.

Where it runs

  • Inside your data centre, air-gapped when you need it.
  • In a private cloud you own or rent in-country.
  • In a dedicated VPC with an in-country provider.

How we start

We start with a short Discover phase: the use case, the data and the regulatory requirements, with pass criteria agreed before anything is bought. Then Deploy with a parallel run, then Operate with monthly support.

Frequently asked questions

Can it run in a cloud in Qatar instead of our own data centre?

Yes, in a private cloud or a dedicated VPC with an in-country provider, with the same security controls.

Do you have an office in Qatar?

No. Our headquarters and engineering team are in Cairo, and we work with partners in Dubai and Riyadh.
