Why in Egypt

Data Protection Law No. 151 of 2020 makes transferring data outside Egypt, cloud environments included, a decision that needs a licence, and the grace period of its executive regulations ends at the end of October or on 1 November 2026. The national AI governance framework asks for lightweight models where feasible. Details and sources are in our article on Egypt's AI rules.

Egyptian Arabic as it is actually written

Customers in Egypt write in colloquial Egyptian, sometimes mixed with English. Orchestra understands Egyptian alongside Modern Standard Arabic, so it answers the way the customer expects without asking them to change how they write.

The rules at a glance

  • Executive regulations of Personal Data Protection Law No. 151 of 2020: published in November 2025 with a one-year transition. A licence from the Personal Data Protection Center for controllers and processors.
  • Transfers outside Egypt, including to cloud environments, need a licence or permit, and only to the countries named in it.
  • Breach notification to the Center within 72 hours, and to affected individuals within three business days after that.
  • National AI Governance Framework (March 2026): four risk tiers, transparency requirements for large language models, and a comply-or-explain preference for lightweight models.

What we deploy

NoorAI deploys a complete stack that you own: Orchestra, our 14-billion-parameter Arabic-native language model trained in-house, a low-code agent platform wired into your systems, and the engineers who deploy and run it with you. Our headquarters, engineering and research team are in Cairo, so we work on site with you.

By sector: banking, government, healthcare and telecom.

Where it runs

  • Inside your data centre, air-gapped when you need it.
  • In a private cloud you own or rent in-country.
  • In a dedicated VPC with an in-country provider.

How we start

We start with a short Discover phase: the use case, the data and the regulatory requirements, with pass criteria agreed before anything is bought. Then Deploy with a parallel run, then Operate with monthly support.

Frequently asked questions

Does an on-premises deployment help with the data protection law?

It keeps data and logs inside Egypt, so the system needs no cross-border transfer. Licensing and data-controller obligations remain yours, and we provide the logs and documentation you need. This is not legal advice.

Does it understand colloquial Egyptian?

Yes. Egyptian is one of the dialects Orchestra is trained on, alongside Modern Standard, Gulf and Levantine.

Where is your team?

Our headquarters is in Cairo, at 18 Hafez Ramadan Street, Nasr City, and so is our engineering and research team.
