Why in-country

Oman's personal data protection law has been fully enforced since 5 February 2026. There is no general localisation rule, but the TRA's cloud rules require prior approval before Level 3 and 4 data (state, financial, health and energy data) leaves Oman. When the model runs inside Oman, that data stays where it has to.

The rules at a glance

  • PDPL (Royal Decree 6/2022): fully enforced since 5 February 2026, amended by Royal Decree 68/2026.
  • Transfers abroad: no general localisation; sources read the transfer conditions differently.
  • Cloud rules: Level 3 and 4 data needs prior TRA approval to leave Oman.
  • AI: a right to object to automated decisions, with human review (September 2026), and a national AI policy (May 2025).

Arabic the way people write it

Orchestra anchors on Arabic, with English for mixed environments, and understands Gulf, Egyptian and Levantine Arabic the way staff and customers write them, even when Arabic and English mix in one message.

What we deploy

NoorAI deploys a complete stack that you own: Orchestra, our 14-billion-parameter Arabic-native language model trained in-house, a low-code agent platform wired into your systems, and the engineers who deploy and run it with you.

By sector: banking, government, healthcare and telecom.

Where it runs

  • Inside your data centre, air-gapped when you need it.
  • In a private cloud you own or rent in-country.
  • In a dedicated VPC with an in-country provider.

How we start

We start with a short Discover phase: the use case, the data and the regulatory requirements, with pass criteria agreed before anything is bought. Then Deploy with a parallel run, then Operate with monthly support.

Frequently asked questions

Can it run in a cloud in Oman instead of our own data centre?

Yes, in a private cloud or a dedicated VPC with an in-country provider, with the same security controls.

Do you have an office in Oman?

No. Our headquarters and engineering team are in Cairo, and we work with partners in Dubai and Riyadh.
